It is believed in Azerbaijan that in the near future an agreement will be concluded with Turkmenistan and all five Caspian Basin countries will reach consensus over the status of the sea. Khalap Khalafov, Azeri Deputy Foreign Minister, made this statement on October 22.
If Azerbaijan and Turkmenistan can reach an agreement between themselves this will hasten the process of signing a broader agreement on the status of the sea. There are certain points of dispute which the Iranian side is raising but still there is optimism of resolving this situation.
