Socially oriented state budget

The state budget of 2014 is mostly oriented to cover the state expenditures, foreign loans, and social allowances. Some analysts think that such a budget is difficult to fulfill. As there are only 17% employed out of the 2 million adult, ready to work population. (The Messenger)
