Market and democracy index: Ukraine most democratic state in the CIS space

Ukraine is the highest ranking Commonwealth of Independent States (CIS) member in the Bertelsmann Status Index 2008, which ranks countries according to their state of democracy and market economy as of spring 2007.
Ukraine came in at 35, just ahead of Georgia at 38, while Armenia was the third highest-ranked CIS state at 41.
However, the Bertelsmann Management Index, which considers countries’ political leadership as judged by progress toward democracy and a market economy between 2005 and 2007, put Georgia at 23, making it the highest-ranking CIS state in those criteria.
