According to Turkish sources Azerbaijan will agree to the opening of the Turkish-Armenian border subject to three conditions related to Nagorno Karabakh. First, Armenia should withdraw its military forces from 5 regions around Nagorno Karabakh - Agdam, Fizuli, Jebrail, Zangilan and Gubaldi. Second, Armenia should return the Lachin Corridor, the territory connecting Armenia with Karabakh, and third, Turkey and therefore Azerbaijan should be able to use this corridor.
The Azerbaijani Foreign Minister says that opening the Armenian-Turkish border without such preconditions is against Azeri interests and as such would not be accepted by official Baku. However he added that every state has sovereign rights and Azerbaijan does not interfere in other countries’ affairs.
