Will grants be granted to Georgia?

At the donors conference in Brussels right after the Russian invasion of 2008 big promises of financial assistance were given to Georgia by different countries and financial institutions. On the basis of these promises Georgia should have received USD 4.5 billion to help it recover from the consequences of the Russian invasion, 2.5 billion in loans and 2 billion in grants.
Some of this assistance starting entering the country immediately and the rest was due by the end of 2010. Part of it was intended to help the country’s economy recover rather than simply compensate Georgia for Russian destruction, and some analysts think that Georgia’s economy did not collapse during the financial crisis as a result of this assistance.
In 2008 Georgia received grants of GEL 617 million, in 2009 it received 449 million and in 2010 it expects GEL 462 million. All this comes to GEL 1.53 billion, less than half of the promised USD 2 billion. Analysts think that there are different reasons for this, the first being that donor countries have financial problems and the second that the administration does not honour its commitments. The grants allotted to Georgia are not always spent appropriately.
