Karsi Governor categorical

Karsi Governor Akhmed Kara has stated that the Turkish Government is not planning to carry out any technical works or conduct negotiations with the Armenian side unless Azerbaijan gives its consent. The Azeri land should be deoccupied by Armenia and this will be main precondition for normalising relations with Armenia, stated the Karsi Governor.
