Governor of Ardagan province of Turkey Mustafa Tekmen stated on August 3, that the border between Armenia and Turkey is not open and no steps are being made to do so. Instead the Governor stated the Turkey plans to facilitate the creation of a union of the countries where river Mtkvari (Kura) flows – i.e. Turkey, Georgia and Azerbaijan. This statement was immediately commented upon by Azerbaijan; the three countries are already co-operating closely. Though it was mentioned that if any union is to be established it will need time and very serious evaluation.
