Some Azeri experts think that investments into the country are not being spent effectively. Instead of carrying out serious research where investments should be focused, different ministries are competing to attract investments and receive them according to their influence. Experts think that during the last three years the Azeri budget allotted around USD 15 bln. The majority of the funds, around 39%, was invested in transport. Energy and Industry received 14%; 7% went into the community infrastructure; over 2 bln was allotted to regional development. Independent experts think that, very often, investments are wasted and that the efficiency of investments should be evaluated properly.
