The 2012 draft budget envisages the increase of funds for the state salaries by almost GEL 48 mln. Simultaneously, the number of employees will be decreased. So budgetary money will increase for salaries and employees will decrease. Analysts explain this by pointing to the forthcoming elections in 2012-2013. As the number of state employees comes to 100,000 presumably all the voters from their families will vote for the ruling United National Movement. This is approximately around 400,000 votes which makes 13% of the total number of voters. If we consider that the turnout will not be 100% for sure, this 400,000 will make up a higher percentage of voters in favour of the ruling party.
