The presidents of Kazakhstan, Tajikistan, Kirghizia, and Uzbekistan will not attend the summit despite the fact that the secretary general of the alliance invited them to attend the meeting. Instead they sent their foreign ministers to the meeting. Commentators think that major reason for such decision is the pressure from Russia. Newly re-elected Russian President Vladimir Putin will also forgo the summit.
