Pre-election targets for local self-governance

In Georgia there is a practice that local self-governance completely depends on transfers of the state budget. Local self-governance practically has no chance to satisfy its needs from its own budgetary revenues. Instead it receives money from the center. In the state budget for 2012, the money is distributed as follows: the biggest amount is allotted for Tbilisi – 435 m GEL, Batumi – 105 m GEL, Kutaisi – 24.2 m GEL, Rustavi 15 m GEL and Gori – 16 m GEL. Thus the central government could always control and manipulate local self-governance in the country and often this money is spent according to the orders of the central government rather than considering the needs of the different municipalities.
