Russian Foreign Minister Sergey Lavrov said on December 14 that the door of the Customs Union is open for everybody. However, members should be prepared to sign a pre-agreement document in addition to all the supplementary documents which create a unified economic space. Lavrov also stated that India, Vietnam and Turkey suggested starting negotiations for creating a free-trade zone. Such negotiations have already started with Vietnam. In the case of success, the results of the negotiation can be used as a model and similar agreements can be concluded between the customs union and other countries or amalgamations.
The last country that applied to the Customs Union on September 3, 2013 was Armenia.
