Baku-Tbilisi-Kars railways and NATO forces withdrawal from Afghanistan

The Foreign Minister of Azerbaijan, Elmar Mammadyarov, stated at the ministerial meeting on February 19 in the Azeri town of Ganja that by 2015, NATO plans to evacuate its forces from Afghanistan and that the Baku-Tbilisi-Kars railway root might be used by NATO for this purpose. He also stated that this proposal has been already suggested to the NATO leadership.
Meanwhile, the construction of the railway continues and it is presumably coming to its end.
